In the most significant policy reversal in its fight against terrorism, the Obama Administration announced

that professed Sept. 11 mastermind Khalid Sheikh Mohammed and four others accused of planning the

surprise attacks will be tried in a military tribunal at Guantánamo Bay rather than in a courthouse near

Ground Zero in lower Manhattan. In December, Congress blocked funds to prosecute the suspects in

civilian courts, ultimately forcing the White House to try them at the military base that President Obama

has yet to shutter, despite pledging to do so in his first year in office.
