The Russian government contacted the Federal Bureau of Investigation in 2011 about concerns over the older brother, the FBI has said. That led the FBI to question Tamerlan Tsarnaev, but the case was later closed because the U.S. couldn't find any specific evidence of potential terrorist activity.
