China's free trade zone fever spawns more regional hopefuls. Regional delegates to China's annual parliamentary session are pushing to have their jurisdictions included into the country's next batch of free trade zones.

中国的“自贸区热”产生了更多的地方“候选人”。参加两会的地方代表推动他们管辖的范围入选下一批自由贸易区。

自由贸易区即free trade zone（ FTZ），自贸区热可以用free trade zone fever/frenzy for FTZ表示。两会期间，地方代表希望赢得中央政府批准，升级现有开发区（ upgrade existing development areas ），或白手起家建立新的自贸区（set up new FTZs from scratch）。

2013年9月，上海自贸区挂牌成立，范围包括四个保税区（bonded areas）。中国设立自贸区是为了让市场力量在经济中发挥决定性作用（allow market forces to play a decisive role in the economy）取消对资本流动的限制（remove restrictions over capital flows）。两会上的申请自贸区热潮与此二十年前申请建立开发区热潮类似。有代表指出，自贸区实验不是在制造政策洼地，不是看有多少税收优惠政策（preferential policies），而是要设置制度创新改革的高地（highland for institutional innovations and reforms）。
