The Olympics governing body has decided against imposing a blanket ban on Russian athletes from competing in Rio de Janeiro, despite widespread calls for stringent action after revelations of a state-sponsored doping cover-up at previous games.

国际奥委会(International Olympic Committee)决定不全面禁止俄罗斯代表队参加里约热内卢奥运会，尽管在俄罗斯政府被曝在前几届奥运会上协助俄罗斯运动员服用兴奋剂并蒙混过关后，很多人呼吁采取严厉措施。

The International Olympic Committee said on Sunday it would not expel Russia’s entire 386-strong team from next month’s games, instead leaving individual sports federations to decide if the country’s competitors are clean and should take part.

国际奥委会周日表示，不会禁止全部386名俄罗斯运动员参加下月里约奥运会，而是由各单项体育协会就俄罗斯运动员是否清白以及是否应参加比赛做出裁决。

But the IOC said sporting bodies should impose a “high bar”, as it gave them less than two weeks to analyse each Russian athlete’s doping history before deciding if they are allowed to perform in Rio.

Despite these restrictions, the decision is a huge victory for the Kremlin and deals a massive blow to the World Anti-Doping Agency which had called for a total ban against Russia in Rio as the only way to safeguard the integrity of the games.

Thomas Bach, the IOC’s president said: “We had to balance collective responsibility as a concept, and the individual justice which every human being and athlete is entitled to.”
