腐败让滨海新区的投资环境蒙羞 近日《中华工商时报》发了题为《民企联营国有单位遭遇尴尬》的报道，报道中指出天津滨海新区汉沽民政局以招商的形式引进企业投资，公同开发和运营公墓。但投资完成后，民政局却以种种理由拒绝支付投资人的收益，从而上演了“民企联营国有单位遭遇尴尬”的局面。 但笔者进一步调查了解到，这所谓的“遭遇尴尬”，竟然是因为腐败。 笔者采访了投资方代表吴建先生。吴建给笔者大倒苦水，说并不是所谓投资到位不到位的因素造成合作的裂痕，而是当时在投资刚完成后，身为汉沽民政局局长的柳瑞冬通过殡葬管理所所长李朋克，要求吴建为其购置一辆35万元的轿车。而当时还在忙于投资规划的吴先生表示因资金是公司的，由董事会讨论才能开支，所一时无法满足他的要求，但过段时间后应该能予解决。局长柳瑞冬于是认为吴先生不给面子，不懂事，便对殡葬所长李朋同授意：汉沽的招商引资就是钱进来，人滚蛋。 于是厄运降临。李朋同先是安排人将园区内吴先生的办公室停水停电、后又派人将吴的办公室门窗砸烂，并将其内办公用品盗走和损坏。当吴先生去报警时，李又派人将吴殴打，并将吴的汽车轮胎轧了四十多个窟窿。 后来吴先生反省了自己的“错误”，设法自己筹集了三十万元现金，托人找到柳局长，希望能得到柳局长原谅，并表示马上可以为其购买轿车。但已经晚了，柳局长说了：我一个局长还没车坐？他吴建早干吗了？谁稀罕他的破车？对吴建来讲，轿车是不用买了，但更惨的是，李朋同将吴建办公室全部清理换锁。吴建只要到园区门口，便有人以无理取闹为名将吴建推搡甚至殴打。吴建报警后，警察以只管治安不管经济纠纷为由，并不理会他的报警。 从此吴建便再不敢去他曾投资并两千多万元并亲手修建起来的园区。 按合同吴建应该能收到五百万元的投资回报，更是无从谈起。 相反的，由于殡葬管理所是民政局的下属单位，存在着财务监管不严，李朋同对殡葬管理所实行家族式管理，几乎所有重要岗位都是李朋同自己的亲戚。于是这笔巨大的投资收益便无从监管。据民政局及殡葬管理所的人透露，柳瑞冬和李朋同等几名重要职务的人对公款的个人挥霍特别严重，多处购买房产、养情人、到外地赌博等现象。柳瑞冬还有个外号叫三五局长，意思是每天要抽三包中华烟和喝一瓶五粮液。 吴建无奈之下，便举报到了汉沽纪委部门。但纪委的人告诉他，说别说汉沽、就是滨海新区、整个天津，你这种情况都很普遍，我们也不太好插手。 吴建郁闷，这是招商引资还是“忽悠”啊？ |
