However, use of racist language has almost disappeared because officers know it will lead to disciplinary action, the report found.
The study, which assessed the impact of the Stephen Lawrence Inquiry on policing in England and Wales, found efforts by senior officers to focus on race issues had resulted in sexist language and behaviour remaining "all but endemic" within the service.
It concluded: "Women, minority ethnic and lesbian, gay, bisexual and transgender officers continued in large numbers to feel excluded, uncomfortable and discriminated against, feelings that appeared to be confirmed in the observational research."
Their experiences went largely unrecognised and "clearly need to be a focus of police attention and reform", it said.
The in-depth report studied four forces - including the Metropolitan Police - and surveyed officers in a further 17 forces.
Tim Newburn, one of the authors, said: "Sexism was endemic, that is to say everywhere. Not just in every force we surveyed, but in every part of every force."
A Home Office spokeswoman said: "Discrimination of any sort is unacceptable in the workplace and police forces are constantly working to tackle any form of it."
