Make a complaint
It means 抱怨. When you feel unsatisfactory(不满意)about something, you can complain about it or make a complaint about it.
Some people say "give a complaint to ..." No. It's wrong. There is no such a phrase in English. You can only say: make a complaint.
But you could still say: file a complaint. This phrase is more formal and usually be used for law suit (法律控诉).
