Abstract<o:p></o:p>
Flood is one of the biggest impact on human activities among various natural disasters. <st1:State><st1:place>Liaoning</st1:place></st1:State> province suffers flood and drought disaster frequently due to its special geographical location, terrain, and climatic condition.<o:p></o:p>
Most of oil wells belong to Liao River Oilfield (LRO) distributed into the middle and downstream of <st1:place><st1 laceName>Liao</st1laceName> <st1laceType>River</st1:PlaceType></st1:place>, <st1:place><st1:PlaceName>Hun</st1:PlaceName> <st1:PlaceType>River</st1:PlaceType></st1:place>, <st1:place><st1:PlaceName>Taizi</st1:PlaceName> <st1:PlaceType>River</st1:PlaceType></st1:place>, <st1:place><st1:PlaceName>Raoyang</st1:PlaceName> <st1:PlaceType>River</st1:PlaceType></st1:place>, and Pu River, thereinto one third of them located in the floodplain and threaten by flood directly. It has been hit 8 times by majority floods since LRO was found in 1970’s, including inundation of Daling river in 1984, Liao river in 1985 and 1986, Daling river in 1994, Hun river in 1995 and so on. Statistics shows that economic damage has exceed 1500 million Yuan during 30 years, thereinto 500 million Yuan in 1994 and 522 million Yuan in 1995. <o:p></o:p>
LRO has experienced a lot and learned lessons from flood mitigation，kept an eagle eyes on information system construction, introduced scientific measures for managing routine, and raised capacities of forecast and application for flood mitigation.<o:p></o:p>
Booming technique research, especially in the field of advent of freshet, in which based on the equipment of precise flood information collection, transmission, computer technique, and flood forecasting, provides a precondition for building system of flood mitigation. Flood forecasting technique has been played a key role in previous flood mitigation as one of non-project measures. It is useful not only for simulating historical flood stage accurately but also for predicting the flood stage, inundated area, flood velocity, and transmission time for forthcoming flood. Preventive scheme of flood mitigation and interrelated decision-making based on these techniques had been played a decisive role in previous flood mitigation. <o:p></o:p>
After 10 years efforts in innovation of flood mitigation system since 1995, LRO has been reached the target of collecting flood information automatically, transferring via network, managing information with computers, intelligentized processes in dealing with major daily work, meanwhile a flood control system for LRO with eight subsystems has also been accomplished. The predicting and operating subsystems being subordinative to the system which, authenticated by authority, has reached in advanced rank nationwide. <o:p></o:p>
In the past decade, the predicting and operating subsystems have played a key role in avoiding 984 million Yuan loss by statistics.<o:p></o:p>
